The Certification Center of Building Products (Statybos produkcijos sertifikavimo centras - SPSC) is an independent company established by the Ministry of Construction and Urban Development (now the Ministry of the Environment) and has been operating since 1996.
Until 7 July 2022, the SPSC operated as a public undertaking.
On 8 June 2022, by Order No D1-175 of the Minister of the Environment, the State Enterprise Certification Center of Building Products was transformed into a private limited company.
On 7 July 2022, the change in the status of the company was registered in the Register of Legal Entities of the Republic of Lithuania.
Pursuant to Resolution No 416 of the Government of the Republic of Lithuania of 31 May 2023 'On the investment of State property and increase of the owner's capital of Vilnius Gediminas Technical University', the 'Act of transfer and acceptance of the State-owned shares of the private limited liability company Statybos produkcijos sertifikavimo centras' was signed between the Ministry of the Environment of the Republic of Lithuania and Vilnius Gediminas Technical University on 21 June 2023.
On 10 July 2023 the change of ownership of the SPSC was registered in the Register of Legal Entities of the Republic of Lithuania.
The main objective of the SPSC is to provide services in the field of certification of construction products, assessment of constancy of performance, inspection and assessment of internal production control, in accordance with the requests of its clients.
In providing these services, SPSC is guided by the requirements of the legislation and standards of the Republic of Lithuania and the European Union, the company's quality policy based on the principles of impartiality, objectivity, efficiency, responsiveness and professionalism.
SPSC has a quality system in place which establishes procedures for the storage and destruction of documents and ensures the security and confidentiality of client data.
The company complies with the requirements of LST EN ISO/IEC 17065 and LST EN ISO/IEC 17025 standards and is accredited by the Lithuanian National Accreditation Bureau in the fields of certification and testing of construction products.
SPSC is designated by the Minister of the Environment of the Republic of Lithuania to carry out the assessment and testing of the constancy of performance of construction products in the regulated area and is notified in the European Community (NB 1397) in accordance with Regulation (EC) No 305/2011 of the European Parliament and of the Council.
SPSC is actively involved in international activities. SPSC is a member of the Group of Notified Bodies for Construction Products, a member of the European Organisation for Technical Assessment (EOTA ) and cooperates with certification bodies in many other countries.
