About the service
Building sound class certification is a procedure whereby the actual sound class of a building or parts of a building is assessed by natural acoustic measurements and a sound class certificate or classification report is issued. The quality of noise protection of buildings is expressed by a system of five sound classes (A, B, C, D, E) (acoustic comfort).
Newly designed semi-detached, terraced and terraced dwellings, and some noise-sensitive non-residential buildings, shall have an indoor ambient sound quality of at least C. When buildings are reconstructed or extensively renovated, the indoor ambient sound quality of the buildings and of the adjacent premises shall not be degraded to a minimum sound class of E.
From STR 1.11.01:2010 'Completion of construction'.
Annex 3,
The following documents shall be submitted to the Construction Completion Commission, point 11 "Sound Classification Report [6.7] for a two- or multi-family building, a building for medical purposes, a building for scientific purposes, a building for hotel purposes;"
The sound class of buildings for other uses is a matter for the investor, the developer, the designer or mutual agreement. STR 2.01.07:2003 also contains requirements for the sound class characteristics of buildings (parts thereof) for other uses (short-term accommodation buildings, buildings for scientific purposes, buildings for administrative and other similar purposes).
Benefits of the service
Sound assessment of buildings is mandatory for all new constructions, reconstructions and renovations. An appropriate building assessment allows the future owners of the building to assess the acoustic performance of the building envelope and the comfort conditions of the building. When a building (or part of a building) is sold, the sound class certificate would serve as additional evidence that the building (or part of a building) complies with the requirements of the legislation (or meets the requirements of a particular class).
Why SPSC?
SPSC is the only organisation that provides a professional sound certification service for buildings in cooperation with accredited laboratories and issues a certificate confirming the relevant sound class.
SPSC prepares national technical certificates for standard sound-absorbing/insulating structures. Acting as an independent body, SPSC guarantees objective assessment results. The certificate issued by the SPSC confirms the company's commitment to the quality of its buildings, its responsibility and its credibility in the market.
Service price
The price of the certification service is determined individually.
A specific financial offer is made to the client after reading the completed application form and assessing the technical design of the building.
How to order?
Fill in the application form for the certification of the sound class of the building and submit it together with the additional building documents to the SPSC.
Upon receipt of the application and the additional building information provided, the SPSC will agree with the applicant the premises where the measurements will be carried out.
The sound class tests shall be carried out at a mutually acceptable time, by prior arrangement.
During the tests, the applicant shall ensure that the surrounding area is free from noise, that no electrical or mechanical tools or equipment are used throughout the building, and that no noise-emitting machinery is operating in and/or around the building.
The applicant must properly prepare the building for the measurements (i.e. the envelope must be completed, windows and doors must be installed in the rooms, temporary partitions may be used instead of the internal doors of the flats during the tests to limit the ingress or egress of noise), ensure the electricity supply in the rooms, and ensure the safety of the work and the fire safety of the measurement sites.
Where necessary, the applicant shall make available the possibility to carry out structural exposures.
For further information please contact the expert Valdemaras Gauronskis.
Document forms
Note: At the time of submission of the application, the applicant is required to pay a non-refundable deposit of EUR 125.0 + 21% VAT, which will be credited towards the total cost of the works if the applicant does not withdraw from the work ordered.
The application shall be accompanied by the following documents
The applicant must submit with the application the general architectural part of the technical design of the building, or the explanatory memorandum of the TA and individual drawings and information:
- floor plans showing the layout of the rooms (room dimensions, heights) and the envelope structures indicated;
- any plans of the intermediate storey slabs, differing in construction and/or materials used, with technical characteristics of the elements and/or materials used (unless specified in the explanatory memorandum to the TA);
- cross-sections of all exterior partition walls of different construction and/or materials, with technical characteristics of the materials used (unless specified in the explanatory memorandum to the TA);
- cross-sections of all different (by construction and/or materials used) internal partitions between apartments/rooms, with the technical characteristics of the materials used (unless specified in the explanatory note to the TA);
- cross-sections of all internal partitions between flats/rooms and common areas (corridors, staircases) of different construction and/or materials used, with the technical characteristics of the materials used (if not specified in the explanatory note to the TA);
- the sound insulation performance of the entrance doors to the flats/rooms and supporting documents;
- the sound insulation performance of windows, shop windows, decorative walls, balcony doors (glazed balconies) and supporting documents;
- layouts of windows, balcony doors, glazed balconies, specifying the type of glazing.
Where necessary, the developer shall provide the building permit and the building code.
