About the service
Technical Assessment - is a documented assessment of the performance of a construction product in relation to its essential characteristics.
Technical assessment may be prepared and issued in the cases specified in Article 8, paragraph 4 of the Law on Construction: when there are no relevant Lithuanian or international or European standards, or there are no plans to develop such standards, as well as when the assessment method provided for in such standards is inappropriate with respect to at least one essential characteristic of the construction product, or when the relevant standard does not provide for an assessment method with respect to at least one essential characteristic of the construction product.
Technical assessments may take two forms:
- European Technical Assessment (valid in all EU Member States);
- National technical assessment (valid in Lithuania).
The Certification Center of Building Products is designated to prepare and issue National Technical Assessments and European Technical Assessments for the relevant product areas in accordance with the Order of the Minister of the Environment of the Republic of Lithuania No. D1-894 (2017-11-03).
SPSC is the only technical assessment body in Lithuania able to prepare European and National Technical Assessments for construction products.
Since 2004, SPSC is a full member of EOTA, designated and declared Technical Assessment Body for the preparation and issuing of European Technical Assessments (ETA). Information on the publication/notification can be found in the NANDO information system.
European Technical Assessments (ETAs)
A European Technical Assessment (ETA) is issued by a member of the European Organisation of Technical Assessment Bodies(EOTA) in accordance with the procedure laid down in Regulation (EU) No 305/2011 of the European Parliament and of the Council (9/03/2011 ).
The EAD for a construction product or system (assembly) is prepared on the basis of examinations, tests, calculations and evaluation, in accordance with the provisions of national legislation and the European Assessment Documents - EADs (or European Technical Validation Guidelines - ETAGs used as EADs).
National Technical Assessments (NTA)
A National Technical Assessment (NTA) is issued by a designated Lithuanian Technical Assessment Body.
NTAs are prepared in accordance with the technical regulation for construction STR 1.03.03:2013 "Appointment, publication (notification), monitoring of activities and competence of technical assessment bodies. National technical assessments". As of 15 March 2016, this regulation was replaced by STR 1.01.04:2015 "Assessment, verification and declaration of constancy of performance of construction products without harmonised technical specifications. Designation of testing laboratories and certification bodies. National technical assessments and designation and publication of technical assessment bodies'.
Approval of technical assessment body documents
The draft documents of the Technical Assessment Body prepared by Order No B-17-029 (07.11.2017) of the Director of the Certification Center of Building Products shall be reviewed and evaluated by an appointed committee of experts and a decision on the approval of the Technical Assessment Body documents shall be taken by the Director. The price for the preparation of the technical assessment shall be determined individually. A specific financial offer is made to the client after reading the completed application. The application registration fee can be found on the relevant application form.
