Prevention, control and accountability of corruption

In order to improve the principles of professional ethics of the company's employees and to create an anti-corruption environment, the employees of the Certification Center of Building Products participate in corruption prevention trainings.

The following training topics have been covered by the employees of the Certification Center of Building Products (hereinafter referred to as "SPSC") in the last three years:

  • On 13 March 2017, all SPSC employees attended the corruption prevention training "What's New in Corruption Prevention?";
  • On 16 March 2018, on 16 March 2018, a training course was held for the SPCs on the following topics On 16 March 2018, the Director of the SPSC participated in a one-day training course on the project "Improving the Qualifications of Public Sector Employees in the Field of Creating an Anti-Corruption Environment and Implementing Corruption Prevention Measures" on "Providing Information on Persons Applying for or Holding a Position in a State or Municipal Institution or Enterprise, as well as Persons Submitted by the Republic of Lithuania for a Post in the European Union or in International Institutions". The aim of the training is to strengthen the participants' competences for the application of corruption prevention measures;
  • 21 June 2018. The Director of the SPSC participated in a methodological seminar organised by the Special Investigation Service of the Republic of Lithuania to provide methodological assistance on the issues of determining the probability of corruption;
  • 26 February 2019. On 24 February 2018, the staff of the SPSC Attestation Unit participated in an 8-hour training course on "Anti-Corruption Public Education and Information";
  • On 13 September 2019 SPSC administrative staff participated in the 8-hour training course on "Determining the Likelihood of Corruption";
  • In July 2020. SPSC staff were briefed on 23 July 2020. The material of the remote methodological assistance event "Determining the likelihood of corruption" held by the STT on July 23, 2010;
  • On 19 March 2021, the Head of the Company participated in a remote meeting of the LRG Commission for Coordination of the Fight against Corruption.
  • On 26 March 2021, four employees of the company participated in the STT seminar on 'Code of Ethics (Conduct) in the Institution' and 'Theoretical and Practical Aspects of the Organisation of Whistleblower Protection'.
  • On 20 April 2021, all SPSC employees attended a lecture by the STT on "The Concept and Manifestation of Corruption in Lithuania. Creating an anti-corruption environment";
  • 3 June 2021. SPSC administration and Certification Unit staff participated in a remote meeting with the Special Investigation Service specialists and listened to presentations on the following topics:
    • Corruption risk factors in the field of supervision of economic entities;
    • Measures to increase the efficiency of business supervision and reduce the risk of corruption;
    • Creating transparent business supervision;
    • and other presentations by representatives of business supervisory authorities - VDI, VTPSI.
  • On 30 March 2022, all SPSC employees participated in the anti-corruption training of the Special Investigation Service of the Republic of Lithuania on the topic "The Concept and Manifestation of Corruption in Lithuania. Conflicts of interest";
  • 31 May 2022 SPSC responsible staff participated in the methodological assistance event of the Special Investigation Service of the Republic of Lithuania on "Theoretical and practical aspects of the preparation of corruption prevention action plans and the determination of the likelihood of corruption occurrence".

The staff of the Certification Center of Building Products who participated in the training share the information received with all employees and make the training material publicly available to all employees.

All SPSC staff sign declarations of impartiality and are provided with a signed instruction on how to behave in bribery situations.

Since 1 January 2018, following the entry into force of the amendments to the Law on the Harmonisation of Public and Private Interests in the Public Service, which expanded the list of persons who are required to declare their private interests, the SPSC employees, i.e. members of the Public Procurement Commission, employees performing simplified procurement procedures, fill in the declaration of private interests and submit it to the website of the State Commission for the Protection of the Public Interest and Fundamental Rights. As of 4 January 2021, declarations of private interests will be filed in the Register of Private Interests PINREG.

In accordance with the provisions of Article 10 of the Law, the data of the declarations of private interests of these persons shall be public and published on PINREG in accordance with the procedure laid down by the High Official Ethics Commission (HIEC).

All SPSC employees are obliged to comply with the standards of transparency and anti-corruption in the performance of their duties and functions as laid down in the legislation, in the work environment and outside the work environment, as set out inthe Rules on Anti-Corruption Conduct of the Ministry of Environment of the Republic of Lithuania.
