About SPSC
The Certification Center of Building Products (Statybos produkcijos sertifikavimo centras - SPSC) is an independent company established by the Ministry of Construction and Urban Development (now the Ministry of the Environment) and has been operating since 1996.
Until 7 July 2022, the SPSC operated as a public undertaking.
On 8 June 2022, by Order No D1-175 of the Minister of the Environment, the State Enterprise Certification Center of Building Products was transformed into a private limited company.
On 7 July 2022, the change in the status of the company was registered in the Register of Legal Entities of the Republic of Lithuania.
Pursuant to Resolution No 416 of the Government of the Republic of Lithuania of 31 May 2023 'On the investment of State property and increase of the owner's capital of Vilnius Gediminas Technical University', the 'Act of transfer and acceptance of the State-owned shares of the private limited liability company Statybos produkcijos sertifikavimo centras' was signed between the Ministry of the Environment of the Republic of Lithuania and Vilnius Gediminas Technical University on 21 June 2023.
On 10 July 2023 the change of ownership of the SPSC was registered in the Register of Legal Entities of the Republic of Lithuania.
The main objective of the SPSC is to provide services in the field of certification of construction products, assessment of constancy of performance, inspection and assessment of internal production control, in accordance with the requests of its clients.
In providing these services, SPSC is guided by the requirements of the legislation and standards of the Republic of Lithuania and the European Union, the company's quality policy based on the principles of impartiality, objectivity, efficiency, responsiveness and professionalism.
SPSC has a quality system in place which establishes procedures for the storage and destruction of documents and ensures the security and confidentiality of client data.
The company complies with the requirements of LST EN ISO/IEC 17065 and LST EN ISO/IEC 17025 standards and is accredited by the Lithuanian National Accreditation Bureau in the fields of certification and testing of construction products.
SPSC is designated by the Minister of the Environment of the Republic of Lithuania to carry out the assessment and testing of the constancy of performance of construction products in the regulated area and is notified in the European Community (NB 1397) in accordance with Regulation (EC) No 305/2011 of the European Parliament and of the Council.
SPSC is actively involved in international activities. SPSC is a member of the Group of Notified Bodies for Construction Products, a member of the European Organisation for Technical Assessment (EOTA ) and cooperates with certification bodies in many other countries.
Coordinating Council
The Certification Body's product certification policy is formulated and monitored by a coordinating (management) board composed of elected representatives of organisations and groups working in the construction industry.
The activities of this Council shall be governed by the SPSC Coordination Council Regulations.
Composition of the Coordination Council
Members:
- A representative of the Ministry of the Environment of the Republic of Lithuania;
- A representative of the Construction Industry Association;
- A representative of the Association of Lithuanian Chambers of Commerce, Industry and Crafts;
- Representative of the Association of Testing Laboratories for Construction Products;
- Representative of the State Consumer Rights Protection Authority;
- Representative of the Lithuanian Builders' Association;
- Representative of the Ministry of Economy and Innovation of the Republic of Lithuania.
Quality policy
The activities of the SPSC staff are designed to meet the needs of the applicants, but this does not affect the outcome of a particular assessment, nor does it affect the impartiality and objectivity of the assessments made.
The SPSC staff shall maintain impartiality, objectivity, professionalism, protect the confidentiality of the clients and work as expeditiously as possible.
The management and staff of the SPSC shall share in a timely manner the necessary information on achievements, failures, innovations and changes in order to achieve efficiency, effectiveness and avoid losses due to failures.
A flexible scope of accreditation, including the analysis and approval of new authorisations of normative documents setting out technical requirements, or of identical normative documents replacing them, in order to ensure the rapid uptake and application of changes in standardisation in response to requests from customers.
In the case of voluntary certification, to offer customers the same systems for assessing and verifying constancy of performance as in the regulated field.
Objectives:
- To comply with the legislation and standards of the Republic of Lithuania covering the field of activity;
- all actions of SPSC staff must be defined, clear and traceable;
- Ensure that any errors observed are promptly evaluated to determine whether they have affected the issuance of a particular certificate, the results of tests or the assessment of production control;
- ensure that identified non-conformities and observations are investigated in a timely manner, corrective or preventive action is taken and the effectiveness of this action is evaluated;
- continuously improve performance without waiting for a problem to cause a need to do so or to cause a loss;
- achieve long-term financial stability.
The SPSC is committed to achieving its objectives through the following activities:
- maintaining and continuously improving the quality system in accordance with the requirements of LST EN ISO/IEC 17065;
- meeting the needs of its customers promptly and completing planned works on time;
- providing staff with the necessary and up-to-date working tools, documents and information;
- selecting the right staff and continuously upgrading their qualifications, both internally and through other training institutions; and continuously encouraging self-development of staff;
- establishing new, maintaining and improving existing links with other certification bodies and using these links to improve its work and seek recognition;
- imposing on subcontractors the same requirements as those laid down in the accreditation documents and in the legislation relating to the activity;
- separating accredited certification work from other certification work;
- systematically maintaining and storing documentation;
- publishing the necessary information by means accessible to the public on the Internet and in printed publications.
