Participants of the construction sector and related persons are hereby informed that the public administration functions previously performed by the Public Enterprise Certification Center of Building Products (hereinafter - SPSC) will be performed by a newly established public body, the Construction Sector Development Agency (Statybos sektoriaus vystymo agentūra, hereinafter - SSVA), from 1 May 2022.

Public administration services provided by SSVA
The functions of the public administration services will be carried out by the former SPSC staff.

The above-mentioned reorganisation has been implemented in accordance with the following legislation:

- 5 January 2022. On 5 January 2015, the Government of the Republic of Lithuania, by its Resolution No 10 "On the Establishment of the Public Institution Construction Sector Development Agency and Investment of State Assets", decided to establish the public institution Construction Sector Development Agency and to transfer part of the assets of the SPSC to it. The purpose of the establishment of the SSDA was, inter alia, to transfer to the SSDA the public administration and related public administration functions of the SPSC in the field of certification of construction participants, spatial planning managers, experts in the field of energy performance certification of buildings and related activities;

- 10 June 2021 Law No XIV-383 amending Articles 12, 16, 17, 18, 22 and 51 of Law No I-1240 on Construction of the Republic of Lithuania, which foresees that the public services defined by the Law on Construction of the Republic of Lithuania, and currently provided by the Public Enterprise Certification Center of Building Products, will be provided by the Public Enterprise Construction Sector Development Agency from 1 May 2022;

- 10 June 2021 Law No XIV-384 amending Article 40 of the Law No I 1120 on Spatial Planning of the Republic of Lithuania, which provides that the public services defined by the Law on Spatial Planning of the Republic of Lithuania and currently provided by the Public Enterprise Certification Center of Building Products will be provided by the Public Enterprise Construction Sector Development Agency from 1 May 2022.
